　　�U�技成果一般采用验收、报奖、登记制度及(qi��ng)学术论文��h��式，其中�U�技论文是由�U�技工作者对其创造研�I�进行理论分析和�U�学�ȝ��的智力成果，�U�技论文的数量以�?qi��ng)出版社�{��可以用来评定�U�技人员的职�U�ͼ�且作��核�U�研机构的标准。科学技术�h员作出其研究以后�Q�都希望成果��早以论文�Ş式发表；而将�U�研成果甌��专利是将成果以知识��权的法律形式保护��h��?/p>

　　�q�大�U�技人员有发表论文的�U�极性的同时�Q�却往往忽略了一个问题：(x��)卛_��U�研成果以知识��权的法律形式保护��h��的时间。一般情况下论文发表在专利申请之前，该论文的发表对专利申��L(f��ng)��审查�?x��)带来负面�?ji��ng)响，即与专利甌��同一主题的论文，在申��h��前一旦发表公开��׃��(x��)破坏之后的专利申��L(f��ng)��新颖性，��D��因该专利技术失��M��新颖性而不能取得专利权�Q�即甌��专利的公开使其成�ؓ(f��)公有技术，影响了以后的专利授权�Q�从而丢�׃��本来能得到、应得到且想得到的权利。常忽略的另一个问题是�Q�也有些�U�技人员不大清楚自己的研�I�成果就是发明创造，只知道抢先一步发表论文，��量做到�?qi��ng)时、准��和完整�Q�不知道甌��专利�Q�从而因“拱手奉献”、与他�h“�׃�n”而丢�׃��可以法律形式明确的、本来属于自��q��权利�?/p>

　　不管是论文发表还是专利申请都涉及(qi��ng)保留商业�U�密的问题。两者均要公开�q�入公共领域�Q�会(x��)被公众所利用�Q�因此，��Z��知识产权战略和商业秘密两斚w��的考虑�Q�可在适当保留技术秘密的前提下对其成果进行公开。当然要在��发表的论文具有独创性或甌��的专利能授权的基��上再�q�行战略性的取舍�Q�这是广大科技工作者应该重视的问题�?/p>
